Culture as an essential factor to protect and develop the border land

On April 25, 2022, at the Mong Ethnic Cultural Village in Pa Vi Commune, Meo Vac District, Ha Giang Province, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Youth Federation held the Seminar "Preserve and promote the cultural values of the border area".

Attending and chairing the seminar were Mr. Nguyen Anh Tuan, Member of the Central Committee of the Communist Party of Viet Nam (CPV), First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Mr. Tran Duc Quy, Member of the Executive Committee of the Provincial CPV, Vice Chairman of the People's Committee of Ha Giang Province.

Speaking at the seminar, Mr. Nguyen Hai Minh, Standing Vice Chairman of the Vietnam Youth Federation said: The seminar "Preserve and promote cultural values of the border areas" is a practical activity contributing to the implementation of the policy of the CPV and State on Culture. It also promotes the role of the youth in national cultural revival.

The seminar raises the sense of respect and responsibility to preserve and promote the value of cultural heritages of Vietnamese ethnic groups for all peoples, especially the young generation of ethnic groups.

At the discussion, the delegates focused on four main topics, including: Conservation and promotion of cultural values ​​of ethnic minorities in the Northern mountainous region; the current policies of the CPV and the State in the conservation and promotion of cultural values ​​in the border areas; cultural content with socio-economic development and border security and the role of youth in preserving, building and promoting indigenous cultural values.

Cultural conservation, sustainable development

Discussing cross-border ethnic relations and cultural preservation in sustainable development, Dr. Lam Ba Nam, Chairman of the Vietnam Association of Ethnology and Anthropology, said: The cultural heritage of the ethnic communities in Viet Nam is enormous. For many years we have been working to identify this heritage and have had certain successes.

The main important issue is that the subject (culture) must be self-awared. The State, social organizations and non-governmental organizations must not coerce, change or impose the culture. Building the self-consciousness towards development is a vital requirement for the development of each nation.


In addition, it is necessary to build and encourage pride in people’ own culture, starting from the smallest cultural elements to the local knowledge system, the traditional community management system, system and economic relations in mountainous areas.

The role of digital media

According to Dr. Nguyen Viet Hung, Hanoi National University of Education, the use of multimedia in the work of preserving and promoting the cultural identity of the ethnic minorities in the border areas nowadays is essential. The people's self-adaptation, participation in globalization and market trends, thereby creating resistance or adapting to external economic and cultural changes. For a long time, they did not have a leader, communities/groups in each locality decided for themselves how to organize economic life, production, and cultural practices.

Especially, in a modern society with an explosion of information and technology, each citizen is not left behind, thanks to technology and multimedia communication methods that allow the public to receive information by images, sounds, and texts change the public's access to information, eliminating the gap in qualifications, culture, and even language. Because the way of communication through video channels is key, the public, especially the younger generation, will quickly grasp and apply it. The use of multimedia communication tools is considered an appropriate solution, promising to bring effective education and propaganda to today's youth.

Dr. Nguyen Viet Hung suggested that there should be organizations and agencies managing communication, information and culture to build youtube, tiktok, and facebook channels of the Mong community/group; establishing an information system, selecting information and exploiting it as a tool for processing and disseminating information, propagating traditional culture and values. For example, it is possible to choose Mong folk songs as a fulcrum to go to the spiritual life of Mong people: organize competitions to perform Mong folk songs on tiktok, youtube; Hmong flute blowing contest…

Besides, encouraging outstanding individuals in the Hmong community and other ethnic groups to use personal tiktok, facebook, and youtube channels to post topics related to places, products, characters, etc. traditions of the Mong and Ha Giang people, creating influence in the community…


Speaking with the content "Preserving and promoting cultural values ​​of ethnic minorities in the Northern mountainous region", Mr. Dinh Xuan Thang, Deputy Director of the Propaganda Department, Committee for Ethnic Minorities said that in order to preserve and develop To promote cultural values, it is necessary to continue investing in building a system of grassroots cultural institutions in ethnic minority and mountainous areas associated with historical and cultural relics in each region and each locality; strengthen the organization of activities to develop reading culture for ethnic minorities.

Secretary of Meo Vac District CPV Vuong Ngoc Ha acknowledged the contributions of the delegates. Miss.Vuong Ngoc Ha expressed her determination to preserve the national cultural identity.

To conclude, Mr. Nguyen Anh Tuan, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union affirmed that the seminar had long-term strategic significance in the development of cultural values. Pointing out what needs to be done in the coming time, Mr. Nguyen Anh Tuan said that the Central Committee of the Ho Chi Minh Communist Youth Union will quickly implement work related to cultural development, including defining some major points of view. First, start with teenagers. It is the penetration in elementary school today that gives us more confidence in the model of "Bringing traditional culture into schools". “It is proposed that the School-aged Youth Department, the Children's Affairs Department of the HCYU study this model to redesign the break time for creative experiences, extracurricular lessons...

Second, digital transformation is necessary to preserve, promote and spread traditional cultural values. In which, it is necessary to digitize cultural resources, then connect, social media, artificial intelligence... To do these things, it is necessary to improve the digital capacity of children.

Besides, it is necessary to edit and remove the not-so-good and bad ones; eliminating outdated procedures, promoting the strength of the people, and forming high-quality human resources. The role of young people in these issues is very important.
