Proposal to shorten the term of the 12th National Youth Union Congress

At the 9th Meeting of the Executive Committee of the Central Committee of the Ho Chi Minh Communist Youth Union (HCYU), term XI taking place on the morning of June 26th, many members expressed their agreement with the proposal to adjust the term of the 12th National Youth Union Congress from 5 years to 4 years to comply with the implementation of the Resolution of the National Party Congress.

Presenting the Project of the 12th National Congress of the HCYU, Mr. Nguyen Ngoc Luong, the Secretary of the Central Committee of the HCYU said that the Project proposed to hold the 12th National Congress of the Youth Union in the hall for 2 days (a decrease of 1.5 days compared to the previous Congress). This proposal aims to increase the application of technology, innovate the form, show the creativity and pioneering nature of the HCYU. Accordingly, the Congress program is divided into 2 parts, including online content before the Congress (taken about 15 days before the opening day of the National Youth Union Congress) and live content at the hall taking place in 2 days.

Regarding the term of the Congress, the Standing Committee of the Central Committee of the HCYU proposed to shorten the term of the 12th National Congress from 5 years to 4 years. Giving the reason for proposing to adjust this term, Mr.Nguyen Ngoc Luong said that in reality, the current congress of the Youth Union at all levels has been hold 2 years after the National Congress of the Communist Party of Vietnam  (the term of National CPV Congress is 2020 - 2025, the term of the National Youth Union Congress is 2022 - 2027). Thus, there will arise many inadequacies, difficulties and inconsistencies in formulating and concretizing the action plan of the HCYU to implement the Resolution of the CPV at all levels.

The number of Standing Committee members will be efficiently reduced.

In particular, Mr. Nguyen Anh Tuan, the First Secretary of the Central Committee of the HCYU emphasized that the Congress would have many innovations; for instance, the presentations could be converted into debates, the forums would be an open space for members to express their own opinions in stead of being organized in the form of sitting in a closed room and giving speeches as before. The plan for the the Congress would also be designed flexibly depending on the situation, even in the context of complicated COVID-19 epidemic. Mr. Nguyen Anh Tuan also said that the number of members of the Executive Committee this term would also be reduced from the central to the provincial level in the spirit of efficiency, not necessarily to include enough structure. At the same time, the rate of direct election of the Secretary of the HCYU would be planned to increase at the Congress.
