Responsive and flexible adaptation in the context of Covid 19 pandemic

Attending the 16th Conference of the HCYU Central Committee’s Standing Committee, tenure XI, delegates placed a premium on discussing and expressing their perspectives views towards the preliminary report on the work of the Youth Union and the youth movement in the first half of 2021; orientation for 2022; and the draft Political Report to the 12th National Youth Union Congress.
At the event, Mr. Bui Quang Huy, Permanent Secretary of the HCYU Central Committee, opined that for the first haft of 2021, the project “Young entrepreneurship and career-build” had been implemented effectively, outstanding achievements of the Youth Union’s work and the youth movement had been recorded, far exceeding last year ‘corresponding outcomes.

One of the key objectives for the second half of 2021 is to effectively organize the Summer Youth Volunteer Campaign 2021, evoke inspiration, encourage, and support young people to start up, establish career, perform professional tasks, boost production, and contribute to the socioeconomic development in modern context. Besides, specific plans for controlling COVID-19 were still of paramountcy, requiring the prompt and flexible devising process in accordance with the pandemic’s complicated situation.
The fundamental necessity of a code of conduct on social media platforms for the young
Giving some thoughts at the event, Mrs. Phan Thi Thanh Phuong, Secretary of Ho Chi Minh City’s Youth Union, highlighted the alarming issue of inappropriate behavior on virtual platforms, particularly among young people. “In point of fact, there exists a vast number of young people utilizing and interacting via social media. Hence, I propose that a code of conduct on social networking sites devised for young people is of critical need for their civilized engagement.” Mrs. Phuong stated.

Mr. Dong Duc Vu, Secretary of the Youth Union of the Ministry of Public Security, also claimed that the number of negative phenomena and movements involving young people in cyberspace is of perpetuating popularity. Thus, in determining the direction of the Youth Union's activity in 2022, it is crucial for the authorities to be well-informed of the problem’s status quo, thereby providing timely and appropriate orientation for the youth’s welfare.

Adaptation to the epidemic condition
Mr. Ngo The Hoan, Secretary of the Thai Nguyen Provincial Youth Union, acknowledged that the Summer Youth Volunteer Campaign’s main force were students. Nevertheless, in lieu of the temporary close of schools and universities under the pandemic circumstance, local union members could grasp the opportunity to be key participants in philanthropic activities, thereby strengthening the visibility of local young people’ roles. Having a similar perspective, Mrs. Phan Thi Thanh Phuong opined that school activities must be taken into meticulous consideration and appropriately adjusted to the area's epidemic conditions.
Giving final words, Mr. Nguyen Anh Tuan indicated that the delegates participating in the conference generally had given their assent to the remarks and assessments on the accomplished results, the shortcomings, subjective and objective factors in implementing activities of the Youth Union and the youth movement in the first 6 months. Additionally, according to him, the Youth Union system from the central to the local levels had demonstrated their responsiveness and flexibility in the context of complex and evolving COVID-19 pandemic widespread. The Youth Union had also made an enormous contribution to the nation's significant political missions and events, such as the 15th National Assembly Election and People's Councils at all levels with active, effective and responsible preparation and participation.
With reference to the preparations for Youth Union Congresses of all levels, Mr. Nguyen Anh Tuan emphasized the importance of actively and painstakingly preparing documents in tandem with other conditions such as logistics, facilities, communication, and staff, etc., right in the last six months of the year. He also stressed that “We can intensively apply digital transformation in organizing the Youth Union Congresses at all levels. Innovating and employing digital advancement are not only vital for the National Congress, but also local congresses for their up-to-date, meaningful and time-efficient organizing process, thereby being more suitable to the new contexts.”
