Chairwoman of the National Assembly of Vietnam proposed consideration on the establishment of the Ministry of Youth.

In terms of its functions as a pioneering force as well as supporting policies for the youth, Mrs. Nguyen Thi Kim Ngan, Chairwoman of the National Assembly of Vietnam, proposed consideration on these particular policies and assigning the youth public investment projects that had been pre-ordered. As a result, this would provide job opportunities and salaries for the youth and minimize the likelihood of unemployment. "The legislation must include public investment projects for the youth and Government resources, which creates jobs for the youth, especially the ones who do not have enough capacity for further studying and apprenticeship.", Mrs. Nguyen Thi Kim Ngan noted.

In the morning of April 20th, the Standing Committee of the National Assembly of Vietnam held a meeting to discuss the Law on Youth (modified). During the meeting, most of the delegates highly appreciated the acquiring and modifying process and affirmed that the law is eligible enough to be proposed in the next meeting session of the National Assembly of Vietnam.

Mr. Vu Hong Thanh, Chairman of the Economy Committee, proposed draft law to examine mechanisms, policies, and regulations more thoroughly to assure the practicability of the law in life. Mr. Vu Hong Thanh mentioned the policies for creative start-ups in the science and technology field, which have already been included in Law on Support for Small-sized enterprises. According to this Law, he wondered if there is any particular point when the youth applying science and technology in creative start-ups. He also suggested that the regulations of preferential treatment should be more specific to prepare for mechanisms and policies that assure the practicability during the implementing process or when the government decrees are promulgated.    

According to Mr. Vu Hong Thanh, with a view to unifying the Party's units and Governmental units that share the same function and missions, the Permanent Committee of the Committee of Economy proposed the establishment of the Youth Ministry. "All systems and conditions are available, therefore, a unity of the Party's and governmental institutions is possible", Mr. Vu Hong Thanh said. 

Regards to institutions in the political system, Chairwoman of the National Assembly of Vietnam questioned if it is necessary to establish the Ministry of Youth in the current condition. According to the Chairwoman, it is neither about establishing a new institute nor a new workforce, it is about transferring from the Ho Chi Minh Communist Youth Union (HCYU) to the Ministry of Youth, in which there will be a department in charge of the Youth Union movement.

Chairwoman also emphasized that although this Law is appropriate for the current situation, it is necessary to bring forward the functions as a pioneering force as well as the ability to contribute to the nation. About whether to establish a state management function or not, the future will tell.

In the meeting session, Mr. Le Quoc Phong, First Secretary of HCYU Central Committee said, all parties wish to bring up policies, facilitate and encourage the youth to promote fully their abilities and potentials to dedicate to the country development. Based on that, a policy framework embracing every field and matter that the youth concern can be formed. 

Regards to the responsibility for youth-related state management, Mr. Le Quoc Phong also wished to be provided more policies and mechanisms to participate as a resource of the political system and other fields of the nation.
